I've been looking at They Sold A Million, which was published by Ocean and it has Jet Set Willy, Beach Head and Sabre Wulf on it. How did it manage to publish games that it didn't own? Was it some sort of joint venture?

Jon & David licensed the titles from the content owners. Royalties were paid, etc.
